Diagnosis and Analysis (Secondary Data Based Assessment)
The engagement begins with a diagnostic assessment that maps the province’s economic, social, and environmental profile. Sectoral distribution, employment and productivity levels, foreign trade structure, supply chain linkages, technology intensity, green transition indicators, and digital maturity parameters are examined in a systematic manner. Location quotient analysis, trend and comparative performance assessments, product market proximity evaluations, and competitiveness analyses are conducted at this stage. The resulting findings provide clarity on strengths and vulnerabilities, as well as opportunity areas capable of generating value in the short term.
Primary Research (Voice from the Field)
To accurately identify the province’s actual needs, household and business surveys are conducted alongside qualitative research. On the household side, key indicators such as labor force participation, skills mismatch, cost of living pressures, caregiving burdens, entrepreneurial tendencies, and barriers affecting female and youth employment are measured. On the business side, analyses focus on investment plans, technology and green transition investments, export capacity, access to finance, human capital, and supply chain risks. Sample sizes are calibrated according to the province’s population and economic structure, for example 600 households and 300 businesses, using stratified sampling methods and CAPI or CAWI data collection techniques. The findings are further enriched through at least 24 in depth interviews and thematic focus group sessions. The entire process is conducted in compliance with applicable data protection legislation; all data are anonymized and securely stored and shared.
Strategy Design and Roadmap Development
To enhance the impact of the strategy, leadership communication and public engagement are of critical importance. Accordingly, the service includes the preparation of a principal speech for the Chamber or Exchange President, together with two thematic variations. Core messages are structured using a message house framework, supported by the preparation of a press release, an FAQ or Q&A document, infographics, and a social media content plan. The launch event is designed and delivered end to end, including program flow, stage and presentation design, moderation, media relations, and visual materials. Following the launch, visibility is sustained through thematic content dissemination over a six week period, while outward engagement activities are supported through investor focused presentations.
Deliverables and Expected Outputs
At the core of the engagement are a comprehensive Provincial Strategy Report of approximately 80 to 120 pages and a 10 to 15 page Executive Summary prepared specifically for decision makers. These are complemented by a Data Book compiling the methodology and visualizations, a Field Research Report summarizing the primary research findings, a Project Portfolio and 100 Day Action Plan, and a Communications and Launch Package. All deliverables are provided in a print and digital ready format, using a visual language and templates aligned with your institutional identity. To strengthen internal capacity, anonymized microdata and an indicator dictionary are also shared with you.
Working Methodology, Timeline, and Governance
The project is structured as a participatory process from the outset. In the kick off session, objectives and expectations are clarified, and protocols are established for data sharing and field access. During the first six weeks, secondary data analysis and field research are conducted in parallel; in weeks seven and eight, priorities are aligned through an interim findings workshop. From week nine onward, the draft strategy and project portfolio are developed, followed in subsequent weeks by the preparation of leadership speeches and communications materials, as well as the establishment of the indicator dashboard. In week fourteen, the integrated report is finalized; in weeks fifteen and sixteen, the launch rehearsal and media briefings are carried out. The Steering Committee, comprising the chamber or exchange and, where applicable, other provincial stakeholders, convenes on a monthly basis, while the project team maintains momentum through weekly working sessions. Risk management is supported through preventive planning, particularly with respect to potential delays in data access, field participation challenges, and stakeholder alignment.
